CHARLOTTE, N.C. - Quarterback No. 4 was just good enough to give the Carolina Panthers an unlikely win against the sleepwalking NFC West champions.

Rookie Matt Moore, becoming the fourth starting QB for the Panthers this season, engineered three scoring drives in the fourth quarter and the Panthers stunned the Seattle Seahawks 13-10 on Sunday.

Coming in with six losses in seven games and with coach John Fox sitting on the hot seat, the Panthers (6-8) turned in their best defensive performance of the season and Moore surprisingly outplayed Matt Hasselbeck as the Seahawks had their five-game winning streak snapped.

Hasselbeck's career-best season took a detour with a lackluster performance for Seattle (9-5), which included a fumble with just under 2 minutes left that ended Seattle's chances.

In a game scoreless until the fourth quarter, Moore led the Panthers on two scoring drives, the last ending with John Kasay's 37-yard field goal with 2:59 left that gave Carolina a 6-3 lead.

On the next possession, Hasselbeck fumbled on a sack by Thomas Davis and Carolina's Richard Marshall recovered. That led to DeAngelo Williams' 35-yard touchdown run with 1:20 left that put it away.

Moore, getting his first start after 44-year-old Vinny Testaverde was unable to play due to what Fox called general soreness, completed 19 of 27 passes for 208 yards and did not have an interception after coming into the game with a 21.1 passer rating in six brief appearances.

Hasselbeck was 27-of-41 for 274 yards. But Seattle's only touchdown came on a Hasselbeck's 15-yard pass to Deion Branch with 1 second left, and the Seahawks had no running game.

Moving the ball was difficult in the game played with strong winds that gusted up to 30 mph.

The Panthers finally broke the scoreless drought with 12:18 left when Kasay kicked a wind-aided 53-yard field goal. Moore had a 13-yard pass to Steve Smith and two passes to Drew Carter totaling 18 yards on the drive.

The Seahawks, who had 140 yards through three quarters, seemed to wake up when they fell behind. Hasselbeck was 4-of-5 for 42 yards on the ensuing 76-yard drive that included a 24-yard pass interference penalty against Marshall.

Facing a fourth-and-1 from the Carolina 4, coach Mike Holmgren put in the kicking team and Josh Brown's 22-yard field goal with 8:23 left tied it.

Moore started ahead of Testaverde, who was the emergency No. 3 QB after missing practice all week. Fox went with Moore ahead of David Carr, who has been ineffective and routinely booed at home.

Moore, who started his career at UCLA before transferring to Oregon State, went undrafted. He was cut by Dallas before the season, and the Panthers signed him two days later.

Moore didn't show many jitters early, throwing a 54-yard pass to fellow rookie Dante Rosario. But three plays later, John Kasay's 37-yard field goal attempt got caught in the wind and darted wide left.

Moore mixed some good throws in with mistakes, including two fumbled snaps that he recovered. He wasn't sacked against a team that came in second in the league with 41.

Hasselbeck couldn't get anything going in the first half. With no running game, Hasselbeck struggled finding receivers in the wind and the Seahawks had six punts on six possessions.

It appeared the Seahawks finally were going to score on the first possession of the third quarter, but on a third-and-1 from the Carolina 30, Shaun Alexander was dropped for a 6-yard loss, leading to another punt.

It was part of a miserable day on the ground for the Seahawks, who had their hopes of a first-round playoff bye dashed. Alexander was held to 17 yards on seven carries and Seattle had only 44 yards rushing.
